I forwarded your post to our 837 person for comment. Here is her response:
 
"so far I have not seen any claims with the LINE ITEM CONTROL number in them.  BUT using the LX number also had disadvantages when it comes to Hospital claims SINCE our software may combine the EDI 'revenue charges' into [our local application] charges. In this situation the 3rd charge in the EDI file would not necessarily be the 3rd charge in the [our local application] claim."

Let me rephrase.
Segment REF*FJ carries the Line Item Control Number.  I believe this number is rarely used, at least I have never seen it on a claim.  I thought it would be easy to put instead in there the Line Number, the one that comes with the LX Segment on the 837.
This way an inquiry can reference a certain line.  Right now when I receive a status inquiry on a line, I can only find the line by comparing procedure code and charge and date, line by line, until I have a match. Or if the claimline had the elusive Line Item Control Number.
It would be easier to inquire about Line 3 for example. Then I don't need to make a database search line by line, I can go straight to line 3 and get the status.

Question:
On page 187 the IG says that REF*FJ pertains to the Line Item Control Number.
It would make more sense to also allow here the line number as the 276 does with the REF*FJ segment.
Especially the unsolicited 277 should indicate which line this status information belongs to.
