If the dependent loop is populated then the request concerns the dependent
only.  The subscriber info is limited and only there to identify the
contract.  The dependent might not have a seperate member id and in the 270,
the elements NM1-08 and NM1-09, indicating the dependent ID, are not even
used, while in other transaction sets (276 for example) they are optional.

Can we make a determination that if the Subscriber Loop and the Dependent
Loop are both populated - to inquiry on the Dependent Loop only?  Or do we
