Dear John:

Although I was the outside consultant to HCFA and NTIS (in Dept of Commerce) 
for several years in development of what we then called PAYERID, it has been 
several years and there have been changes.  

I think the odds are for PlanID to have 10 numeric digits, probably operating 
in the same number space as NPI (that is, that there could not a PlanID and 
NPI with the same number).  The numeric-only is probably a safe bet, but 
prudent design would allow longer length than 10 digits.  

So in designing or changing a system now, all of us lacking information from 
the NPRM, which is itself subject to change before a final rule, I would 
suggest an ID field, left justified, permitting leading zero as a significant 
digit, and length of, say, 14 or 15 digits, even while expecting it to be 
shorter.
