I'm not sure I understand what you mean about not knowing a country code - that is a mapping issue and the users of your application system should be insulated from the codes. For instance, a fairly common approach for on-line application systems is to present a "drop-down" box of country names for user selection. This in turn gets translated internally by your application to the appropriate identifier. For individuals that do not have a known address, then perhaps assigning them to General Delivery at your local post office would be an acceptable policy workaround for your organization. It would certainly suffice for the N3 and N4 segments used in our X12 implementation guides.
