David and others:  unfortunately, these "tools" are still pretty clumsy.  For example, most physicians or office staff members would have a difficult time interpreting the rule language defining a covered transaction, and would still not get the message that they are covered should a business partner, e.g. a billing service or third party administrator, engage in electronic billing on the practice's behalf.  The "decision tool" would seem to encourage a "going paper" route, at least in the short tem as a means to excape HIPAA.  Clearly, this is unintended and not a route anyone should wish to promote.   A good try, but it needs to be simpler and clearer if the tools are going to be used and useful to medical practices.  DCK
