Jonathan,
I would suggest looking at the added costs of sending paper claims vs.
electronically.  I think you will find regardless of your clinic size
that HIPAA privacy rules will become a community standard that patients
will not care about the business details only that their PHI is
protected.

I work with a dermatology office(with fewer than 10 FTE)who currently
files 
eletronically ONLY to Medicare. They have no other insurance contracts.
The 
practice is considering switching to paper claims for Medicare to avoid
the 
HIPAA regulations (Transactions and Code Sets and Privacy).

As they currently submit eletronic claims to Medicare, will making the 
switch to paper make them exempt from the HIPAA requirements?
