Fortunately I never had to do it, as my knowledge of sound
manipulation is very poor.

However, IIRC I already read some threads where people mangaed to do
so using GUI sound editors (there is a rather famous kde tool, but I
forgot the name). The sound is demonstarted as a frequency spectrum
(y axsis) above timeline (x axsis). IIRC you can pull the timeline
in line with your needs to get the soundfile increase.
