It is both a user setting (hence suitable for the option page
http://pootle.wordforge.org/home/options.html) and in the same time
something specific to a project and a language. A translator might
belong to several translator teams. So the localized project page
(like http://pootle.wordforge.org/fr/pootle/) might be the best place
to set this data.
(Not enough time and skills with pootle yet to provide code. Sorry.)

Mmmmm. Sorry. It seems to be my careless use of my MUA in the sent
message only, but the original files are properly UTF-8 encoded:

long lines

Still seeing the same error both with Firefox and konqueror (actually
`UnicodeDecodeError: 'ascii' codec can't decode byte 0xc3 in position
3: ordinal not in range(128)' for jToolkit.po). I have attached the
smaller one again (with proper encoding from mutt).
