Pootle bugs can be posted using Bugzilla [1].

Pootle handles plurals based on the plurals expressions listed in the  
Translate Wiki on the plurals page [3]. This page does list Maltese.  
Is the expression incorrect? If so, please correct it. If it is  
correct, and Pootle is still not providing the appropriate number of  
plurals fields for you, please log that as a bug. We will fix it as  
soon as possible.

I hope this helps you with your translations. Each new language or  
new project can be an adventure, since Pootle is breaking new ground  
for internationalization technology and practice. We appreciate your  
input and experience in doing this. :)
