We have confirmed that this is a bug in Pootle. But please check the
wiki page as Clytie suggested. Since version 0.9 we provide the plural
information with Pootle, and it is based on that wiki page. So if it is
incorrect there, Pootle installations all over might get it wrong :-/

For plural information, Pootle will try to get it from the po file it is
busy editing, otherwise from the language configuration. Therefore, if
it is specified wrong in the file, it is a problem. This behaviour is
necessary for languages that don't always use the same configuration
(Chinese and Arabic, it seems).

The Pootle bug is fixed and will be released as part of 0.9.1 and later
Pootle versions.
