I have uploaded to Sourceforge a Windows, stand-alone (no Python needed) 
version of the Translate Toolkit 0.11.

I have noticed that the source of the Translate Toolkit 0.11 is five 
times bigger than the one for 0.10 (in the zip file), and that the 
Windows Python-dependent installer is also much bigger. The stand-alone 
installer is also much bigger (from 3 to 5 Mb).
