If I understand correctly, you want to have a look at the setting of
"baseurl" in pootle.prefs

Since we are using CSS, I think you'll have to be more specific with
exactly what you'd like to see. Feel free to get involved with the
current interface work - lots of people are contributing to improve the
interface.

We hope to address this reasonably soon by migrating to a new web
framework. The current Pootle can be run under mod_python. I haven't
done it personally, though.

I'm not sure what you mean with "parse the strings from the po files". 

Where exactly are the templates not accepted?

I'm not sure what you are trying to do here. In the normal directory
layout, you will have a directory for each language (de, fr, etc.) and
"templates" where the pot file(s) will go. In the project administration
page, you can update selected languages to the new templates as you
want.
