Hi Asheesh, I have always thought about permalinks, they are useful and it only implies creating an hyperlink for each unit pair. Anyway, I don't think the MediaWiki "external link" image is the most appropriate way to display them. This image would mean, as you said, an "external link", and the link points inside Pootle. Also, the image is popularly recognized as an external link, and not as a permalink. I would add the unit number at the beginning of each translation unit row. Then, I would either link the permalink directly or make the permalink appear when hovering the mouse, just like the Python documentation[1] does. Julen.
