'As far as I know'??? Please be very sure of these things. We have the GNOME Serbian team who made a 'better' Plural-Form. Except they probably didn't think of all the consequences which are going to break things subtlety for people localising outside their world called GNOME. There are many other Vietnamese translations and almost all of them use guillemets. So much so that we have rules in Translate Toolkit that can check that quotes are correctly turned into guillemets. Because of the French-Vietnamese colonial heritage we can inherit these and other punctuations rules from French. What you are suggesting completely eliminates the value that those offer Vietnamese translator. I'm not saying don't do it, styles change and these things need to be adapted. But your uncertainty didn't fill me with confidence.
