I have the impression (correct me if I'm wrong) that your message talks 
more about page load times, possible hardware limitations and 
mobile-oriented responsive designs. While the points you raise can be 
valid, the actual questions for this thread are:

- Can you back up the N+N-1 version approach or do you have relevant 
data to warn us not to do that?
- As an exception to that approach, should we support/ditch IE 8 or not?
