The first hurdle is that a Malaysian or Singaporean company must hold the
respective approval.

Once you have that set up you will need a copy of the questionnaire that
each telecom authority wants included as part of the application.  You
should be able to fill it out from test data you've developed doing
approvals elsewhere.  The two questionnaires are very similar.  Most of it
is telco but a little is safety.  There are no emissions or immunity
requirements and, as far as I know, no safety test.  They will test the
telco interface.

In general their requirements are similar to Hong Kong's with the exception
of dc impedance (V vs I) which is different and different for each country.
 You may learn from the questionnaire that you need to adjust a few other
details as well, but it's not likely.
