In his recent TREG posting, Pete Van Raalte said:

Yes.  I recently saw a copy of the draft TIA-470-B, which was developed
in concert with the CSA T.510.  It specifies the labeling of DTMF keypads
in conformance to ITU-T E.161 where "PQRS" is on the "7" key and "WXYZ"
is on the "9" key.

I believe NZ and Australia once had requirements to put "QZ" on the 
"1" key, but have changed that to conform to E.161 as well.

Sounds like a bandwagon to me.
