I believe the PRC uses a "batch" approval process.  That is, they sample
and test from each shipment or "batch" sent into the country.  If you
comply, then you can apply an approval sticker to each unit in that
shipment, and move them into the country for sale.  Next shipment, new
test, new sticker, etc.

This summary is probably over simplified, but hope it helps anyway.
