http://www.pls.com:8001/his/cfr.html I tried searching through it for CFR 1010, and I don't believe there IS one. I've found lots of 1010 sections within CFR21, 47, etc. but they all seem to address topics pertinent to equipment soley for US Government use. Maybe you can find what you're looking for in there, it should be under CFR 47 for telecommunications, if anywhere.
