Pete,

I had a similar problem with equipment being returned from Europe through
JFK.  What FedEx needed was for me to complete some forms identifying the
origin of the equipment, serial numbers, etc. and to declare that the
equipment met FCC part 15 and some CRT radiation requirements.

Get FedEx to fax you the forms to be filled out.  If you don't have the
manufacturer's name, serial number, model, etc. FedEx will open the
shipment and get these for you.
