Below is a list labs that can do at least some of the NEBS
testing. Not all of the below mentioned labs can test to all
NEBS requirements, as far as I know. You may want to check with
the RBOCs in which you plan to sell products, they may have a
list of labs that they recognize test data from (which may or may
not include the labs on this list)
