I'm very familiar with Rockwell chips and they require the use of World
Wide modem chips and firmware to get blacklisting to function.  Black
listing is no longer limited to European countries, a number of others
require it in one form or another. 

Black listing does not function in Rockwell North American modem chips and
firmware.  The domestic firmeware source is available from Rockwell and
can be modified to prevent dialing 911 or any other number.  I don't know
of any domestic modems that inhibit dialing 911.  I'm not sure why.

What Bernard McEwen is suggesting you to try will not work with Rockwell
domestic code.  It requires setting up the worldwide modem code by
selecting the particular country code that has blacklisting via AT
command.  Due to the higher cost of worldwide chip sets finding a modem in
the U.S. that has blacklisting is highly unlikely.
