Dave, 

 I've used D,S&G* for part 68 in the past, and they provided guidelines 
as to what the hardware and software requirements are to perform the 
required tests (test modes/states, etc.), and also a list of the tests.  
Whatever lab you are going to use should also simplify the legalize 
of part 68 for you.  *(Boxborough MA)  

 It may also be that the FCC provides simpler guidelines for your 
particular product as well, they do in some cases I know, so you might 
check there.

I am working on a modem project at Motorola and we are about to do Part =
68 and IC CS-03 testing.  Is there a comprehensive list of tests needed =
for these standards written anywhere and the requirements.  I have the =
specs but they read like... well, standards.  I am looking for something =
in plain English if possible that I can use to understand the tests =
