 I've never dealt with TBR 21, and my most recent Swiss analog 
experience was a couple of years ago now.  But I wouldn't expect 
the Swiss Tax Pulse to go away too quickly - it really is a problem.  
The Austrians nicely filter it out for you now, and the Germans 
filter to the pulse frequency - so you can easily supress it, 
but some places* in Switzerland it is Bad, and my experience is 
that that is the fault of the particular exchange.  Even if they 
took steps to replace equipment, I expect it would take a couple 
of years.  

 *To the point where we used to refer to the Lake of Constance area 
  as "Tax Pulse Hell."  

 My non-expert interpretation of the clause you show is, "(This spec. 
is the final word!  And) with regards to items not covered herein, 
any country can add on any other requirement they want (including 
pulse dialling, flash, tax pulse, etc.)" ...more or less.  It 
leaves the door open.  Call the PTT, don't rely on your client's 
word.  

 Anyway, 2 cents worth.

I need an interpreter.  I've read the paragraph below from prTBR 21 and to
me it's a bit vague.  I assume metering tones will still be mandatory in
Switzerland after the approval TBR 21?  I don't see how there going away
just because TBR 21 is approved.  I have a client insisting the filtering
in Switzerland is no longer needed.  I don't believe it.  Can someone 
please read the paragraph and let know the correct answer? 

My in house English major also thinks the statement is a bit vague.

It's from TBR 21 Scope section (page 7)  It states the following: 

"This TBR covers TE which is capable of originating a circuit-switched
call using Dual Tone Mult Frequency (DTMF) signalling and/or receiving an
incoming circuit-switched call.  Other signalling methods (e.g. 
disconnect signalling) if provided in the terminal and intended to be used
in certain European countries are subject to the appropriate national
Regulations in respect of that feature, in addition to this TBR.  Also
signaling for supplementary features (e.g. register recall, reception of
metering pulses from network) if provided in the terminal, and intended to
be used in certain European countries, are subjected to the appropriate
National Regulations."
