Duane, First off I don't believe that Switzerland is recognizing any EU CTRs.
However, that said, what this paragraph says is that this TBR only covers DTMF signalling for call setup. If you want to use or claim compatibility with other signalling over the analog line; e.g., pulse signalling for call setup, winks for register recall and the detection of metering pulses, you must still obtain national approvals for them. Putting that all together, I think that you will still have to meet the Swiss telco specification including the impedance requirement at 12KHz even after CTR21 is published in the OJ of the EU.
