Jon is not quite correct in saying don't count all the 0dB. You
should count the 0dB when the writer says that that is what the
margin policy is for his or her company. You shouldn't count the
0dB when the writer is saying that 0dB is a pass only for the
sample being measured. I agree with Barry.
