Just to clarify, Part 68 has no requirements for the power of individual
frequencies, their frequencies, or the twist.  It does say that the 3
second average power of DTMF must be less than 0 dBm (for a loop-start
line).  For manual dialling equipment, a 40% duty cycle can be assumed.
