Hello Mike, Alas not as straightforward as that. Your interpretation is correct with regard to the standard but the dates therein have no legal basis. The pre-A12 standard as published in the OJ stands. I've heard that the Commission have refused to publish A12 with the amended dates in the OJ. Also, they want to hear no more on the subject as, thus far, they've expended too many cycles on it.
In the real world, I believe that manufacturers will work agressively to the dates in A12. It would be very difficult to demonstrate a complaint that a product not complying with the standard is actually causing harm. The article states that an amendment A12 has been formally approved and recommended for publication in the OJ. The amendment changes the date of withdrawal (dow) of conflicting national standards to 1 June 1998 and add a clause which states: "For products which were not in the scope of the earlier standard but are now covered in the new edition, the latest date of application of the new edition is 1 June 1998". I read that to mean that EN61000-3-2 is not mandatory for Information Technology Equipment until 1 June 1998. Is that true? Did I interpret that correctly? Can anyone else confirm this?
