The scope says that "This section of IEC 1000-3 is applicable to electrical and electronic equipment having an input current up to and including 16A per phase, and intended to be connected to public low-voltage distribution systems."
The question of the efffectivity date was raised at the IEEE EMC symposium, and the consensus was that the date has been officially delayed.
