Africa did a good job begging for copies of FCC part 68 applications and resulting approval. He was able to use these to get a permit without testing. The result for him was an exclusive (built in) marketing "agreement".
Based on your question, and my experience in 1992, the information required for approval may be flexible. I hope this will help you with your decision.
