I am only an engineer, and don't know anything about selling in Korea,
but I am curious what this means. I thought that the approvals were a
requirement for putting the equipment on the market, and if there was
a formal arrangement for recognizing each others' approvals, that would
mean there was market access.

Does the statement about no market access mean "we'll accept your 
statements about TECHNICAL properties of the equipment, but reserve 
the right to shut your product out on NON-TECHNICAL grounds" ?
