Alright. According to The American Heritage Dictionary,
"value-added (adj): Of or relating to the estimated value
that is added to a product or material at each stage of
its manufacture or distribution"
Does doing this process add cost to your product?
YES. Of course. The CE process is a value-added process.
It better be or else your giving all this testing for
free to your customer. Basic business. If a company makes
a product for $5K, but costs $80K to get it tested and
approved (extreme example) you don't think for one minute
that company will sell the product for $5K, do you?
Now you talk "improvement"?
Ah, that's an entirely different subject.
I think whoever has constrained the definition to you of
"value-added" has some other thing in mind.
