Hello Heiko, If what you mean is legible, that's a very good question, my personal rule of thumb has been 3/32 inch (2.4 mm). UL 478 & 1459 (I know these are US only standards) SPECIFY that height of signal words - danger, caution etc. to be at least that high. This gives you a very good basis to argue from. But I think you are right - there is no specified minimum size for IEC symbols.
As far as visible is concerned - don't block the symbol with anything.
