If what you mean is legible, that's a very good question, my personal
rule of thumb has been 3/32 inch (2.4 mm).  
UL 478 & 1459 (I know these are US only standards) SPECIFY that 
height of signal words - danger, caution etc. to be at least that 
high.  This gives you a very good basis to argue from.  
But I think you are right - there is no specified minimum size for IEC 
symbols.

As far as visible is concerned - don't block the symbol with anything.

  Hello Treckers,
     
We are wondering, what the recommended size of particular symbols 
(acc. to IEC 417) could be.
Especially the size for "Protection Class II" brings all the time 
discussions between manufacturer and certification bodies.
Many standards such as IEC 1010 or IEC 950 say, they must be "visible". 
But what is visible??? 
Is there any guide, which we could use in regard to the size?
     
PS: I tried already to contact the sectretary of "SC 3C Graphical symbols for 
use on
equipment" (Mr. Brigham). However, I could not get response. The Internetlink to
IEC 417 does not help much in this question,
I found no answer there.
     
Any help is appriciated.
