Hi Bernie! I think I can answer this for you, because I've been doing the same thing in the UK. The R1 and R2 signalling inter-exchange protocols are specified in ITU-T Recommendations Q.400 to Q.490. The "digital" version (i.e. E1 R2) is specified in Q.421. It's a very basic CAS protocol.
