IEC950 Amd4 is a large amendment but it is not the complete IEC950.

I have the CENELEC version of EN 60950/A4: March 1997 [Safety of
Information Technology equipment (IEC 950:1991/A4:1996, modified)] in my
hand from BSI.

It is only 15 pages long and is, an English text only, modification to
"EN 60950/IEC950 including amendments 1, 2, 3 & 4" to convert it into
the EN 60950.

Another English text version of EN 60950 can be purchased from BSI as
"BS EN 60950:1992 / BS 7002:1992 incorporating amendments No.1, 2 & 3"
however the amendment 4 update to this document has not been issued yet.

The CENELEC version of EN 60950/A4: March 1997 from BSI states on the 
front:-

"This amendment A4 modifies the European Standard EN 60 950:1992; it was 
approved by CENELEC 1996-12-09."

and in the Foreword:-

"The text of the document 74/422/FDIS, future amendment 4 of IEC 
950:1991, prepared by IEC TC 74, Safety & energy efficiency of IT 
equipment, was submitted to the IEC-CENELEC parallel vote."

"In October 1996, a draft amendment was submitted to the formal vote in 
order to introduce a common modification in the text of amendment 4."

"The text was approved by CENELEC as amendment A4 to EN 60950 on 
1996-12-09."
