Thank you for your input.  I tend to agree with you thoughts about safety
standard applying however, if that is the case I then ask how in the world
you are supposed to comply with these requirements.  They are so broad and
unrealistic.  I mean how in the world is anyone going to be able to confirm
the equipment "fails-safe" at all times when absolutely any voltage is
applied to the mains terminals (see my point d)).

Apart from this, the ACA state this is not meant to address safety as
safety is addressed elsewhere.  These requirements are supposed to address
other than safety (ie if any of the described events occur they should not
result in the equipment harming or damaging the network by improperly
interworking with the network.  One can only assume therefore this means
ISDN signalling ??).

You may have guessed by now I have some problems with these requirements !!
