Hold the fort boys and girls.  The misinformation is getting painful.

(1) I don't know that the Commission has put out a final decision yet on
the 
harmonized Part 68.  I admit that I've been out of town all week and it
could 
have happened, but not likely.

(2) If you really want to know what the requirements are, download CS-03 
(hope you have an ISDN line), don't guess. 

(2) TSB31 IS NOT an FCC document.  It is a document produced by TIA
Subcommittee TR-41.9, providing non-binding guidelines on how to measure to
Part 68 of the FCC Rules and Regs.

TIA TR-41.9 also is the group that developed the proposal for the
harmonized Part 68 (and CS-03).

The chair of TR-41.9 is Ahn Wride of CCL.  Give her a call if you want to
understand
this issue and don't rely on claptrap on this channel.  There are solid
reasons for
both tests and why the proposal reads as it does.
