Telephony equipment that hooks to a PBX is not quite
specific enough to determine what type of product
you are specifying, but here are some general guidelines.
If your product only needs to meet the LVD (safety) Directive,
and the EMC Directive, then the CE mark is sufficient.
Since you say telephony, I would imagine that the TTE
Directive would be applicable. Then you would need to
determine if there is a CTR that is published that you
can test to and then the marking would be the CE
with a notified body number and the crossed hockey
stick symbol.
If by telephony, you are specifying an analog connection to
the network then it is country by country approval and country
by country marking. (I don;t mention TBR21 so as not to
complicate my reply).

I'm new to the "tregworld" and I have two questions, I hope somebody
will answer for me...
1. Can telephony equipment that hooks to a PBX be sold in European
countries with just the CE mark or do we have to have individual
countries approval? An example being The Netherlands.
2. Can we obtain CE with 2500 volts isolation?
