According to my information a tone detector shall recognize a dialtone
of 2 seconds with a level between 80mV and 2 Vrms  with frequencies
between 340 Hz and 550 Hz (T11-03  pt 3.7.2  dd 4 sep 1991).

note that this voltage is applied through a 600 Ohm series resistor and
the actual voltage at your modem is depending on it's impedance .
