Duane,
I can confirm that the maximum dialtone level that has to be
detected is 2 Vrms.
But this is the voltage at the signal generator. In the test circuit there
is 600 Ohm resistor in series so your equipment has to detect only
half of the votage (if you did a good job concerning impedance
matching).
