The cover sheet that accompanies issue 7 states

"Pending availability of BABT 740, Applicants and Holders under
the BABT Certification Regulations are to continue to apply the
requirements of BABT 340 Issue 6 with respect to:

<> purchasing of critical components
<> receiving inspection of critical components
<> safety testing of products"

This means that any production testing (IE hipot/ground continuity etc)
that you were required under your 340 or 940 approval are still applicable
until 740 is approved.  That is how it was explained to me by the BABT.

With the release of issue 7 and it's elimination of all production line 
safety testing requirement where is it documented that BABT has any 
authority now to define production line safety testing?
