Happy FCC hunting. All of the things you've heard and found are true. I've seen them at one time or another in some ruling or other. Digging up the particulars is something that regulatory lawyers will be glad to do for you @ $ 500 an hour. (Washington has a growing number of FCC lawyers, now so numerous that they have to look out of town for meeting rooms big enough to hold their annual meeting).
