What are the FCC's rules about recording telephone calls (I'm interested in
the CFR or FCC REPORT citations).

I've found a reglation saying that radio and TV stations must notify a
person they are interviewing over the phone for future broadcast, if the
interview is being taped.

I've found a rule requiring that, when a consumer calls the phone company,
he must be told if the phone company is recording the call.

I found a rule based on federal law that someone uninvolved in a phone
conversation (except a cop with a warrant) can't listen in on the
conversation without the consent of a party to the conversation.

I also heard reports of a rule that if people are involved in an interstate
or foreign call, and one party to the conversation is recording the
communication, the other parties must be notified. However, my research has
failed to disclose this rule or a citation to it, except a citation to v. 2
of the FCC RECORD, which I haven't had a chance to look at.
