According to the T10/T11 national requirements for analog equipment return loss numbers are measured as a function of 600 Ohm resistive only. (some countries add capacitance to the reference ) The requirements for the netherlands are -14 dB from 300-3400 Hz. Although not such a topic anymore, make sure it complies during dialing too!
