     There are, in fact, 13 NRTLs according to OSHA's web site below:

     The following is the current list of NRTLs:
     
     American Gas Association (AGA)
     Communication Certification Laboratory (CCL)
     Entela Inc. (ENT)
     Intertek Testing Services NA Inc (ITS), formerly ETL
     Southwest Research Institute (SWRI)
     Underwriters Laboratories (UL)
     United States Testing Company Inc/California Division (UST-CA)
     Candian Standards Association (CSA)
     Electro-Test Inc. (ETI)
     Factory Mutual Research Corp. (FMRC)
     Met Laboratories Inc. (MET)
     TUV Rheinland of North America Inc. (TUV)
     Wyle Laboratories (WL)
     
     Bear in mind that they are all differently qualified, so also their 
     testing capabilities are different.

Hello Mr. Waldron:
     
The way I understand this issue:
     
It is not required that Bellcore GR-1089-CORE testing be done at an NRTL.  To my
nowledge, Bellcore themselves are not even an NRTL.  However, Bellcore specifies
hat equipment on the customer premises must be listed with an NRTL.  I understan
also that many RBOC's require that their equipment be listed with an NRTL.  (Doe
OSHA require that RBOC's list their equipment with an NRTL??  I don't know.)
     
If I understand correctly, the aim of the Bellcore standards is not safety, but 
liability.  They go hand in hand in that a lightning strike, for instance, will 
tentially harm the user as well as equipment.
     
I am searching for a list of NRTL's I saw once in CE magazine...there are 7 or 9
f I remember correctly, here are some of them:
     
UL, CSA, ETL, Factory Mutual, etc...

Does OSHA require that RBOC's list their equipment with an NRTL?

Is it required that Bellcore 1089 testing be conducted at an NRTL approved 
lab? (Products would be sold to BROC's) Does this pertain only to specific 
portions of the testing or to the whole program? 
     
Would it be possible to obtain a listing of labs that are capable of providing 
this testing? (US based labs only) What are the costs invloved with this 
testing?
