     Although your response was more in depth, it agreed with what I had 
     previously indicated, "Bear in mind that they are all differently 
     qualified, so also their testing capabilities are different."
     
     Also, the purpose of my previous reply was to provide up-to-date NRTL 
     information and thought I'd go to the source. My experience has not as 
     yet brought me to Bellcore and/or NEBS requirements and doesn't plan 
     to in the near future either.
     
     I hope that M. Waldron and others have been sufficiently enlightened.

Of those 13 NRTL's you listed, 6 of them claim to perform NEBS testing. 
They are CCL, ITS, SWR, UL, MET, and WYLE.  Not all of them can do all of 
the testing and not all of them are as proficient as others.  Be sure to 
ask where your evaluation is performed.  Some of the NRTL's have 
facilities that only do maybe EMI testing and farm out the other testing 
to other labs or other divisions they have somewhere else around the 
country.  This means higher shipping costs and quotes compared to a lab 
that does all or most of the testing at one location.  We have used 4 of 
the NRTL's with varying degrees of success, but generally speaking, we 
have had good luck.
     
Secondly, our experience has been that to sell to the RBOC's or GTE, you 
had better be NEBS level 3 plus the other criteria from SR-3580, and 
HAVE DOCUMENTATION TO PROVE IT (generally from an  NRTL, or Bellcore) or 
you are at a strong risk of being rejected.
