Karl-Heinz , if your unit attaches directly 
(in the US) to the phone system, via a  "U" interface, you
will need to apply surge tests. - this is also applicable in canada.

If you have a "S/T" interface then you will be behind a network
terminator (ie NT1 or CSU/DSU) and do not need to do surge testing.
Note: if you are sitting behind a NT1 then the FCC68 rules are
not in effect as you are not attaching directly to the telephone line.
The only tests I can think of that would be applicable would
be through gain and the enviromental drop test.

However, in Canada you can attach "S/T" directly to the telephone
line and would need to do applicable IC tests.
