Sorry, trouble with the typing!!.  The date that the decision was 
notified to the member states was the 21 July NOT the 21 June.

Article 4 of the documents states: - Equipment within the scope of 
the harmonised standard (ie TBR21, January 1998) may continue to be 
approved under national type approval regulations for a period of 15 
months after the coming into force of this Decision.

The CTR has now been adopted by the Council of the European Union and 
has been notified to the member states.  This means that national 
organisations CAN now use it for the basis of issuing Pan-European 
approvals, although they do not have to.  

I understand that it does not actually  have to be transposed into
national regulation, and that national approvals can continue to be
issued until the transition period stated above has expired.

I believe that , in the UK, the Department of Trade and Industry have
given the agreement for BABT to use CTR21 as the basis for issuing
PAN-European approvals..

Once again, sorry for any confusion.

It is my understanding once it is printed and distrubuted to member states,
they have one year to impliment it.
