I have not checked the whole document word for word, but the only difference from the Commission Proposal in the text I reproduced was the fact that they changed the word "associate" in Article 3, para 2(b), to "attach" in the final document. For your interest BABT have updated their webpage with the CTR21 information including the procedure for approval upgrades. They also state that they have a proforma document for making these declarations. Andrea Andrea, the text you posted is from the proposal of the comission to the council. It also proposes the text to be put in the OJ. (Here the reference COM (1998) 387) However, the council is free to modify the proposal. Do you know whether the council has amended or modified the text upon making the decision last week?
