I agree with everything that Mel Pederson said EXCEPT. A new version of EN60950 is being prepared where practically all of chapter 6 is being molded into and across all the other chapters. Once that document is published, you won't be able to find the references in EN41003 any longer.
By that time, CENELEC will have to do something about equipment that connects to Telecom Networks (as is more and more the case with convergence) or declare that all of EN60950 applies to anything that connects to a telecom network. (I can already hear the swelling hue and cry).
